China, Vietnam Fall Further in Already Low Rankings for Press Freedoms: Report

Tightened political controls in China and Vietnam caused both countries to see further declines in press freedoms during the last year, with each dropping another point to 177 and 178 respectively in a 180-country ranking released by media watchdog Reporters Without Borders on Thursday.

“In each country, the ruling elite suppresses all debate in the state-owned media while cracking down relentlessly on citizen-journalists who try to make a dissenting voice heard,” the Paris-based monitoring group said in its 2019 annual report.

Around 30 professional and citizen journalists are now held in custody in Vietnam, with nearly twice that number jailed in China, Reporters Without Borders said, calling the two Asian communist states “black holes” for the free and uncensored reporting of news.

China’s president Xi Jinping, who is serving an unlimited term in office after forcing an amendment  to China’s constitution in March 2018 establishing the change, has now succeeded in imposing a social model of control “based on Orwellian high-tech information surveillance and manipulation,” the press freedom group said in its report.

“More than 60 journalists and bloggers are currently detained in conditions that pose a threat to their lives,” according to the report, with Chinese citizens now threatened with jail under tougher internet regulations for comments they make online or even for sharing politically sensitive content on social media.

China also blocks the work of foreign correspondents gathering news inside the country, and is attempting to spread its model of controls to other countries in a “new world media order” under Beijing’s control, Reporters Without Borders said.

Harsh persecution

In Vietnam, all media follow the orders of the country’s ruling Communist Party, so citizens wanting uncensored news must rely on bloggers and citizen-journalists, but these independent sources of information are routinely subjected to “harsh forms of persecution,” including violence from plainclothes police, Reporters Without Borders said.

“To justify jailing them, the Party resorts increasingly to articles 79, 88 and 258 of the criminal code, under which ‘activities aimed at overthrowing the government,’ ‘anti-state propaganda,’ and ‘abusing the rights to freedom and democracy to threaten the interests of the state’ are punishable by long prison terms,” according to the report.

Repression has sharply increased in the last two years, and “at least 30 journalists and bloggers are now held in Vietnam’s jails, where mistreatment is common,” Reporters Without Borders said. Meanwhile, a new cyber-crime law requires foreign media platforms to store Vietnamese user information on servers in the country, and to surrender it to police on demand.

Nguyen Van Hoa, who blogged and produced videos for RFA’s Vietnamese Service, was jailed in was jailed for seven years in November 2018 after filming protests outside the Taiwan-owned Formosa Plastics Group steel plant that caused a catastrophic toxic spill in 2016.

Meanwhile, in Cambodia, a country under growing influence from China, suppression of independent media in the run-up to a national election last year has left 30 radio stations shut down and newspapers unsympathetic to Prime Minister Hun Sen either closed or taken over by pro-government business figures.

“Cambodians now only have access to news provided by major media groups directly linked to Hun Sen, such as the online news agency Fresh News, which pumps out pro-government propaganda,” Reporters Without Borders said.

Cambodia’s Ruling Party Backs Off Threats to ‘Extradite’ Opposition Demonstrators From South Korea

Cambodia’s ruling party has backed off of earlier threats it would request that the government of South Korea extradite members of the banned opposition Cambodia National Rescue Party (CNRP) as they gather in Gwangju this weekend in protest of Prime Minister Hun Sen’s regime.

The CNRP’s youth president in South Korea Yim Sinorn recently said in a post on his Facebook account that he is organizing a candlelight demonstration in Gwangju on Saturday led by acting party president Sam Rainsy to “liberate Cambodia’s democracy from dictator Hun Sen,” following a meeting on Friday of the party’s top officials and activists from Europe, North America and Australia.

In response to the post, Cambodia’s government spokesman Phay Siphan claimed that Hun Sen would orchestrate the arrest of Sam Rainsy and other CNRP leaders and supporters during their visit to South Korea, saying “Cambodia can take legal action against demonstrators overseas, if need be.”

The CNRP is banned in Cambodia but has regrouped and is active outside the country.

On Thursday, ruling Cambodian People’s Party (CPP) spokesman Sok Ey San walked back the threat, telling RFA’s Khmer Service, “We don’t intend to cause any harm to them—we’ll allow them to have rights.”

Sok Ey San dismissed the planned demonstration in Gwangju as insignificant and suggested that “only a few people will turn out” in support of the opposition party, which was banned by Cambodia’s Supreme Court in November 2017 for its role in an alleged plot to overthrow the government, paving the way for the CPP to win all 125 seats in parliament in the country’s July 2018 general election.

Phay Siphan’s threat to extradite demonstrators from South Korea came after the Phnom Penh Municipal Court ordered authorities earlier this month to arrest Sam Rainsy and seven other former CNRP lawmakers on charges of “incitement” after they pledged to raise money to support Sam Rainsy’s return to Cambodia this year from self-imposed exile to lead CNRP supporters inside the country.

On Thursday, analyst Lao Mong Hay told RFA that the government threats amounted to “propaganda” aimed at discouraging people from attending the demonstration, adding that South Korea would never honor a request to extradite opposition leadership and supporters.

“South Korea doesn’t work like Cambodia—Cambodia has no rule of law,” he said.

Even if Seoul would consider such as request, Lao Mong Hay said, Cambodia’s government would have to first submit it through South Korea’s court system.

Cambodia’s National Assembly adopted an extradition agreement between Cambodia and South Korea in 2010, under which each party pledged to repatriate any person facing criminal accusations or trial.
Cambodia has also signed extradition agreements with China, Australia, Laos, and Thailand.

Uyghur Businessman Dies Following Heart Attack in Xinjiang Political ‘Re-education Camp’

A Uyghur businessman has died after suffering a heart attack while detained in a political “re-education camp” in northwest China’s Xinjiang Uyghur Autonomous Region, according to sources.

Yaqup Rozi, believed to be in his mid-40s, died “during the last week of March” this year, a source with knowledge of the situation recently told RFA’s Uyghur Service, speaking on condition of anonymity.

Rozi, who regularly conducted business in neighboring Kyrgyzstan, traveled to his home in Suntagh township’s Shoroq village, outside of Atush (in Chinese, Atushi) city in the XUAR’s Kizilsu Kirghiz (Kezileisu Keerkezi) Autonomous Prefecture, in early 2017 at the behest of local authorities, the source said, adding that his passport had been confiscated on his return.

A month later, Rozi was summoned to the local police station for interrogation, but then released, and a month after that, police raided his home in the middle of the night, taking him away with a black hood over his head, according to the source.

His family later learned that he was detained in the XUAR’s network of political “re-education camps,” where up to 1.5 million Uyghurs and other Muslim ethnic minorities accused of harboring “strong religious views” and “politically incorrect” ideas have been held since April 2017.

The source said that authorities did not provide a reason for Rozi’s detention, although it is believed that he was targeted for traveling abroad to a country blacklisted by authorities for travel by Uyghurs due to the perceived threat of religious extremism.

After Rozi died last month, authorities refused to release his remains to his family members, who were only allowed to observe as a state-appointed religious cleric washed his body and prepared it for burial according to Islamic tradition, the source added.

Officers at the neighboring Kattay village and Atush city police departments both told RFA they had no information to provide when asked about Rozi’s death, before hanging up.

But an officer at the Suntagh township police department confirmed that Rozi had died at a local hospital as the result of “myocardial arrest,” or a heart attack.

“According to what I know, his body was brought from the hospital … because they couldn’t save him,” the officer said, adding that Rozi had originally been brought for medical treatment from detention.

Camp network

Though Beijing initially denied the existence of re-education camps, Shohrat Zakir, chairman of the XUAR, told China’s official Xinhua news agency in October 2018 that the facilities are an effective tool to protect the country from terrorism and provide vocational training for Uyghurs. Official propaganda for a time called them “boarding schools.”

China recently organized two visits to monitor re-education camps in the XUAR—one for a small group of foreign journalists, and another for diplomats from non-Western countries, including Russia, Indonesia, Kazakhstan and Thailand—during which officials dismissed claims about mistreatment and poor conditions in the facilities as “slanderous lies.”

Reporting by RFA’s Uyghur Service and other media organizations, however, has shown that those in the camps are detained against their will and subjected to political indoctrination, routinely face rough treatment at the hands of their overseers, and endure poor diets and unhygienic conditions in the often overcrowded facilities.

Adrian Zenz, a lecturer in social research methods at the Germany-based European School of Culture and Theology, earlier this month said that some 1.5 million people are or have been detained in the camps—equivalent to just under 1 in 6 members of the adult Muslim population of the XUAR—after initially putting the number at 1.1 million.

Michael Kozak, the head of the State Department's human rights and democracy bureau, in an apparent reference to the policies of Hitler's Germany and Stalin's Soviet Union, last week said people "haven’t seen things like this since the 1930s" and called the internment of more than a million Uyghurs "one of the most serious human rights violations in the world today."

In November 2018, Scott Busby, the deputy assistant secretary in the Bureau of Democracy, Human Rights and Labor at the U.S. Department of State, said there are "at least 800,000 and possibly up to a couple of million" Uyghurs and others detained at re-education camps in the XUAR without charges, citing U.S. intelligence assessments.

North Korea Steps up Idolization With Flower Ceremonies for Kim Jong Un

The North Korean regime, in an effort to elevate the status of leader Kim Jong Un, has held a nationwide flower presentation event April 13 to celebrate his uncontested re-election as the chairman of the country’s State Affairs Commission.

Flowers were part of the state-contrived personality cults around North Korea’s first two generations of hereditary leaders. The Kimilsungia, a hybrid orchid, and Kimjongilia, a begonia, were bred and named after Kim’s grandfather and father, respectively, and are used in festivals to revere national founder Kim Il Sung and his reclusive successor Kim Jong Il.

North Korean defectors living in South Korea say a 'Kimjongunia' flower idolizing Kim Jong Un has yet to make an appearance in North Korea.

But the younger Kim was feted in a flower presentation ceremony ordered to celebrate his re-election to the state’s highest position, while simultaneously putting him on equal footing with the previous two leaders, who are so revered that they are called the people’s ‘Sun’ and ‘Shining Star.’

“We officially held a national flower presentation for Kim Jong Un for the first time ever,” said a source from North Hamgyong province.

North Korean state media reported On April 12 that Kim Jong Un’s re-election took place during a parliamentary meeting.

The source said that on April 13 workers from every organization and people from neighborhood watch units attended the event in Chongjin, the province’s capital.

“They visited the Image of the Sun [a large monument in Chongjin with huge portraits of the late leaders] and other important locations and presented flowers and pledged their loyalty,” said the source.

The source said that the people were getting ready for Day of the Sun, a national holiday that falls on the April 15 birthday of Kim Il Sung that experts have described as being as significant as Christmas is in the West.

“The Central Committee ordered us to hold a separate flower presentation event to celebrate Kim Jong Un’s re-election day ahead of the [already planned] flower presentations for Kim Il Sung,” the source said.

According to the source, the people are surprised that they have to hold a ceremony for Kim Jong Un, who in their minds is still a relatively new leader. He took over in 2012, following his father’s death in late 2011.

“Some of them are saying that they somewhat understand holding flower presentation for Kim Jong Il, because he represents the inheritance of the revolutionary heritage, but it is hard for them to understand the reasoning behind holding a flower ceremony for Kim Jong Un,” said the source.

As preparations for the grandfather Kim’s celebration were underway, fresh flowers for the grandson Kim’s ceremony were harder to come by for some.

“Because of the short notice, some people didn’t have enough time to prepare fresh flowers, so they used artificial flowers that cost 1 or 2 Chinese yuan [15-30 cents],” said a second source, also from North Hamgyong.

The source said that the timing of this ceremony was significant.

“Since this is the first time that the Central Committee has officially organized a flower ceremony for Kim Jong Un, [it makes sense that] it is being held close to the Day of the Sun, our most important holiday. They are trying to raise Kim Jong Un to the same level as his grandfather,” the source said.

While there is currently no official holiday on January 8, the 36-year-old Kim Jong Un’s birthday, the source noted that this year the government gave candies to every North Korean child, as well as giving people the day off – a practice followed for Kim’s father and grandfather’s birthdays.

“People expected that North Korea would idolize Kim Jong Un just like his forefathers,” said the source.

“It has become a reality.”

Three Chinese Arrested in Laos for Passing Counterfeit Currency

Police in Laos this week arrested three Chinese nationals for trying to buy holiday clothing with counterfeit bills that a shopkeeper had noticed were marked by smeared ink, causing her to contact authorities, sources in Laos said.

The suspects, two men and a woman, had recently arrived in Laos from southern China’s Yunnan province and are being questioned but have not yet been formally charged, a police officer in Luang Prabang city told RFA’s Lao Service on Wednesday.

“We’re investigating and interrogating them because they may have more accomplices,” the officer said, adding that the suspects have only been accused but not charged, and that authorities will contact the Chinese embassy in Laos once their investigation is complete.

“Using fake money is a serious crime,” the officer said, speaking on condition of anonymity.

Lao citizens and especially shopkeepers must be careful before accepting large bills, including bills in U.S. and Thai currency, and check closely to see if the money they are handed is real or fake, the officer said.

'The ink came off'

Also speaking to RFA, an immigration officer in the Luang Prabang provincial police department confirmed the arrests, saying the Chinese taken into custody on April 14 had tried to pass “fake money” including 100,000 kip (U.S. $12) and 50,000 kip (U.S. $6) banknotes.

“When put in contact with water, the bills smeared, the ink came off, and the line on the notes broke,” the officer said, also speaking on condition he not be named.

Alerted by a shopkeeper from whom the Chinese had attempted to buy $200 worth of Lao New Year’s clothing, police then confiscated the counterfeit bills and later, while questioning the three, found more fake bills of Lao currency in large denominations totaling nearly a thousand dollars, the officer said.

This week’s arrests mark the latest discovery by police of counterfeit currency in Laos, with fake 100,000 kip banknotes found circulating several years ago in the capital Vientiane and in many of the country’s provinces, including Houaphanh and Xayaburi.

Meanwhile, moves in Laos to promote Chinese tourism in the coming year will benefit mainly Chinese businesses already established in the impoverished Southeast Asian country, with ordinary Lao citizens less likely to cash in, Lao sources told RFA in earlier reports.

Lao authorities in January deported 104 Chinese nationals accused of cheating Lao citizens in online fraud schemes back to China, sources said.
