Getting the Australia–China relationship right

There’s no more important issue for Australia at this time in the history of its international economic and foreign affairs than to get the relationship with China right. It’s an issue that went through to the keeper during the election. But for the new Morrison government, forging a viable, credible strategy in its dealings with China will be a priority that plays into all its foreign relations strategies, prominently also with the United States.

Despite negative commentary about the health of the Australia–China relationship, the trade and economic partnership has thrived over the past few years.

Australia–China goods trade topped A$192 billion in 2018 having grown more than five times as fast as the world average. This remarkable growth was largely due to strong Australian commodity exports and impressive trade diversification.

Australia’s share of Chinese iron ore imports was 60 per cent in 2018. Chinese external procurement of iron ore rose to 90 per cent of its consumption, up from 83 per cent in 2014. Australia’s share of Chinese coal imports rose to a record 54 per cent in 2018, from 48 per cent in 2014. China’s coal imports from Australia grew by 9.8 per cent year-on-year, despite China’s reportedly tightening import restrictions on coal in the last few months of 2018.

On the back of early-stage China–Australia Free Trade Agreement (ChAFTA) tariff reductions, Australian wine and dairy exports to China have seen strong growth, despite reports in June 2018 of wine shipments being held up in Chinese customs. Australian wine exports to China grew 18 per cent in 2018 to A$1.1 billion compared with 10 per cent globally. Growth of 34 per cent in dairy exports last financial year made Australia China’s fourth-largest supplier.

In services, Australian exports to China grew 17.2 per cent to A$16.9 billion in 2017–18, more than double the growth in Australia’s total services exports over the same period. This included 16.7 per cent growth in the travel sector. A record 1.43 million tourists in 2018 makes China Australia’s largest source of short-term visitor arrivals. The export of education also continues to grow. The total number of Chinese students in Australia stands at a record 205,000.

It’s properly functioning markets that have delivered these strong Australia–China trade results. Australia’s largest trade relationship is one that is interdependent with, not dependent on, China, as it already draws a quarter of its imports of strategic raw materials from us, a proportion that continues to grow.

The bilateral investment relationship is a different story, as the data released from our Chinese investment database today indicates. That’s in part because the political relationship has sputtered.

The biggest risk is that Australia gets trapped in an uncertain US strategy towards China that will invite hostility from our most important trading partner and change the global rules of engagement in a way that opens us to real damage.

That’s why establishing a constructive trajectory in political dealings with China is crucial: because of its importance to the economic ambitions of the Australian community; because it is central to preserving prosperity and political stability in the Asia Pacific region; and because it is critical to securing the rules-based global economic and political system that underpins Australia’s prosperity and political security.

Worrying about poor diplomatic messaging or the lack of a good ‘narrative’ to describe the Australia–China relationship is misplaced. The narratives about political influence and false ‘choices’ between economic and security interests and partners are not core problems, but Australian national housekeeping problems.

What needs to be done now is to bring into play all the machinery we have in the bilateral relationship to persuade China and the Australian public that we’ve strong joint interests that can escape the shadow of US–China trade and other tensions.

This does not mean any dramatic change in Australia’s security relationship with the United States unless that country was to demand lockstep Australian support for an aggressive posture towards China and abandonment of rules-based multilateralism.

The resilience of the Australia–China trade relationship depends fundamentally on both partners’ commitment to the international market system and the rules under which it has flourished. That system is the core of the economic and political security in Asia and it’s under threat from America First trade and decoupling strategies. Australia and China have common cause with their partners in the region in dealing with this global threat. At the same time the political anxieties caused by China’s rise, partly but not wholly because of its different political system, have to be confronted frankly in our dialogue with China.

The core task is to enunciate these substantial strategic interests that both countries share in a time of great change. This task will be on-going. It cannot sensibly be dealt with at a single point in time. The Comprehensive Strategic Partnership between Australia and China, the Strategic Economic Dialogue and ChAFTA are key vehicles for addressing them over time. Both countries can commit to strengthening this machinery by building-in a broad-based infrastructure of dialogue to engage on the evolving agenda of a partnership focused on change.

What’s clear is that the new Australian government has an opportunity now to propose to Chinese leaders a high level dialogue on shared interests. The Chinese will want to talk about difficult things like Huawei and the Belt and Road Initiative (BRI) and we will want to talk about difficult things like militarising the South China Sea, the Uighurs and ways of dealing with BRI problems. But that need not frustrate sympathetic engagement on the very big agenda that we share.

Dick's Sporting Goods Inc. has recalled about 10,000 Ethos Pull-Up Assist equipment used for assistance while doing pull ups, as they pose a laceration hazard. The Ethos Pull-Up Assist, made in China and imported by Impex Inc. of Pomona, Calif., were sold in Dick's Sporting Goods stores and on its website from March 2017 through February 2019 for around $35. Dick's stock fell 1.1% in afternoon trade. It has gained 17.2% year to date, while the SPDR S&P Retail ETF has edged up 1.2% and the S&P 500 has advanced 14.9%.

U.S. oil futures logged their biggest one-day decline of the year Thursday to settle at the lowest in more than two months. Chinese Officials Tell Foreign Journalists in Hong Kong How to Cover Renditions Plan

Chinese officials have hauled Hong Kong-based foreign journalists in for a lecture over their reporting on legislation to allow renditions of criminal suspects from the city to mainland China, which the ruling Chinese Communist Party in Beijing thinks should be less negative, according to an official website.

The Office of the Commissioner of the Ministry of Foreign Affairs said it had held a briefing with reporters and senior editors from Reuters, Kyodo News, the Financial Times, CNN and CNBC to address their reporting of a bitter political row over planned amendments to the city's Fugitive Offenders Ordinance.

Deputy commissioner Song Ru'an told the journalists to be "fair, balanced and objective", and to "inject some positive energy" into their reporting of the issue, the commission said in a statement on its website.

"The central government in Beijing fully supports the [Hong Kong] government's plan to amend these two laws," Song told the journalists, in a reference to a twin amendment that would allow the Hong Kong authorities to confiscate the assets of anyone deemed a criminal suspect by the mainland Chinese authorities.

"I hope that the foreign journalists based in Hong Kong will report on these amendments in a fair, objective and balanced manner," he said, repeating previous comments from Chinese officials that the amendments are urgently required.

One of the journalists who attended the session, James Pomfret from Reuters, quoted Song as saying that it was "highly deplorable" that foreign governments and "external forces" had weighed in on the matter, according to Hong Kong government broadcaster RTHK.

The move comes after widespread criticism of the amendments both in Hong Kong and overseas, as it would potentially expose anyone in Hong Kong to targeting by officials in China, which lacks human rights protections, legal due process, and judicial independence.

The Paris-based press freedom group Reporters Without Borders (RSF) warned on Wednesday that the planned changes, which are highly likely to get through a Legislative Council (LegCo) packed with pro-Beijing lawmakers, would "allow Beijing to legally prey on residents and visitors, including journalists and their sources."

"The news has generated extreme concern in the Hong Kong media community, considering that more than 65 journalists are currently jailed in China in life threatening conditions," RSF said in a statement.

"While on paper the bill would exclude political and economic crimes as well as cases where human rights are at risk, many fear that the Hong Kong authorities would not have the ability to reject Beijing’s requests," it said.

Legalizing cross-border abductions

RSF's East Asia bureau chief Cédric Alviani said the amendments would effective legalize cross-border abductions such as that of Swedish national and Hong Kong bookseller Gui Minhai from Thailand and that of U.K. national Lee Bo, also known as Lee Po, from Hong Kong in 2015.

"If such a regulation was adopted, Beijing would no longer have to resort to abduction, and would simply be able to seize whoever they wish to silence under a false accusation," Alviani warned.

RSF said Hong Kong’s ranking in its Press Freedom Index had plummeted from 18th in 2002 to 73rd this year, while China ranked 177th out of 180 in the 2019 index.

A review by the U.S.-China Economic and Security Review Commission earlier this month warned that the amended law could increase Hong Kong's political vulnerability and further erode the city's promised autonomy.

The report found that the bill would remove independent legislative oversight in the extradition process and undermine strong legal protections guaranteed in Hong Kong, leaving the city and its residents exposed to Beijing’s "weak legal system and politically motivated charges."

It said renditions under the proposed amendments could create "serious risks" to U.S. national security and economic interests.

The Hong Kong Bar Association has warned that the law will place all decision-making power over renditions to mainland China into the hands of Hong Kong's chief executive, who is currently elected by a committee hand-picked by Beijing.

It said the new law will remove a layer of approval by LegCo, meaning that there is no way to hold the government accountable, and no provision allowing Hong Kong courts to refuse an extradition request on human rights grounds, nor to decide that evidence submitted by the mainland authorities is inadmissible.

Rights groups have also called on the Hong Kong government to scrap the legal changes, saying they could place people at risk of torture and unfair trials.

Warning: This post contains spoilers for Game of Thrones season 8.

The eighth and final season of Game of Thrones killed off more major characters — including Daenerys Targaryen, Cersei and Jaime Lannister, and Theon Greyjoy — than any of the other seven preceding it. But there was apparently one character who bit the dust who was originally supposed to survive the series.

As we know, Jorah Mormont died protecting Daenerys from the army of the dead during the Battle of Winterfell, a fitting end for the man who had been by the Dragon Queen’s side basically from the very beginning. However, in an interview with Entertainment Weekly, Game of Thrones writer Dave Hill revealed that the writers were initially intent on having Jorah Mormont be one of the people waiting for Jon at the Wall in the show’s closing minutes.

“For a long time we wanted Ser Jorah to be there at the Wall in the end,” he said. “The three coming out of the tunnel would be Jon and Jorah and Tormund. But the amount of logic we’d have to bend to get Jorah up to the Wall and get him to leave Dany’s side right before [the events of the finale]…there’s no way to do that blithely. And Jorah should have the noble death he craves defending the woman he loves.”

As for how the actor who played Jorah felt about his character’s end, Iain Glen told EW that he felt Jorah was better off not knowing about Daenerys’ Mad Queen turn.

“There’s a sweetness in that because Jorah will never know what she did,” Glen said. “That’s probably best. It’s a blessing for him that he never found out what happened to her. And from a pragmatic story point of view, his death served a greater purpose. Where could we have taken Jorah from there? F— if I know.”

The UK government has negotiated a loophole in a German arms export ban to Saudi Arabia that will ensure UK-supplied planes will continue to be used in the war in Yemen, the foreign secretary, Jeremy Hunt, has confirmed.

The news is contained in two unpublished letters from cabinet ministers to the parliamentary Committee on Arms Export Controls (CEAC). The aircraft, Tornado fighter bombers and Eurofighter Typhoons, are used in the Saudi bombing raids designed to push back the Houthi rebellion in the four-year civil war in Yemen. The aircraft were developed by consortiums of European companies and Germany supplies spares for them.
